[PATCH] sh/sh64: Fix bogus TIOCGICOUNT definitions

As reported by Russell King, sh and sh64 currently have bogus definitions for
TIOCGICOUNT, particularly referencing a kernel only structure.  Switch to
using a sensible ioctl value.
