fix BLK_DEV_HD_ONLY on ARM dependencies

fix BLK_DEV_HD_ONLY on ARM dependencies

This patch limits BLK_DEV_HD_ONLY to the ARM platforms offering
IRQ_HARDDISK, fixing the following compile error on others:
