- Implementation of simple comctl32 v5.0 changes.
- TVM_SORTCHILDRENCB also accepts TVI_ROOT as a valid hParent.

Also a fix to draw scrollbar-buttons more like in win9x.

In WIN_UpdateNCRgn, do not send in WM_NCPAINT a region that is used
