add osm plugin

The `waypoint` directive is supplied by the [[!iki plugins/osm desc=osm]] plugin.

This directive adds a waypoint ot an OpenStreetMap map displayed
by the [[osm]] directive. See the [[osm]] directive for examples
and options.
